A small but innovative relining project has proven the adaptability and versatility of Trenchless Technology to achieve a multitude of different and challenging tasks.
When Ouverson Sewer and Water Inc. received a call from the City Offices of Tracy, Minnesota the first question they asked was, “Can your trenchless lining system manoeuvre around multiple, tight 90 degree bends?”
Another concern that the city had was that another lining company had tried to install a liner, but failed.
Ouverson soon found out that there were five tight 90 degree angles, in 40 feet of 6 inch drain pipe underneath the newly constructed city pool. The pipes had been severely damaged by ground movement, and the freezing and thawing from the winter season.
The city knew that if the pipes couldn’t be lined, they would have to reconstruct the pool which would create great expense for the community.

This job posed a unique situation and the company consulted Perma-Liner. It was agreed that it would be best to use Perma-Liner’s 6 inch flex liner as they indicated to Ouverson that it would easily invert around multiple bends. Tech support came from Perma-Liner headquarters in Florida, and it was estimated on taking three days to complete the job.
Ouverson arrived on site at 10:00 am Tuesday morning and evaluated the situation. The city had cut
an access hole for us in the pool deck area; with two lines that needed to be fixed. The first was
40 feet of 6 inch pipe with five tight 90 degree elbows. The second shot was 50 feet of 6 inch pipe with two tight 90 degree elbows.
Both liners were installed that day, and it was a textbook procedure.
Ouverson said the liners looked flawless around the bends and they inverted with hardly any air pressure. The job was finished with clean-up and inspection of the line. The team was able to head back to their shop by 8:00 am on Wednesday morning and what was thought to be a three day job reduced to just one. The city of Tracy was pleased to hear that their pool had been saved from an overhaul.
Ouverson said that the Perma-Liner tech support on this particular job played an integral role in the success and completion of the relining project.
Perma-liner growth demands expansion
Trenchless International spoke to President and CEO of Perma-Liner Industries Jerry D’Hulster about the exciting opening of the company’s new distribution facility (pictured) on the western coast of USA in Orange, California.
Mr D’Hulster explained that the 10,000 square foot facility was necessary to cater for current and anticipated growth, particularly as the company has grown its installer base. The recognition and demand for Perma-Liner’s CIPP systems continues to grow. The California plant holds all materials to supply the west coast market. The west coast facility will also be utilised to supply existing and new clients in the Asian and Australian CIPP market through local Perma-Liner distributors.
Currently the Clearwater, Florida corporate headquarters and manufacturing facility supplies Perma-Liner’s CIPP systems worldwide, and within the next six to eight months the California plant will develop manufacturing at the facility.
Mr D’Hulster said “As always we invite anyone using CIPP systems or looking to enter the market to contact us in regards to supply, materials, equipment and marketing.”
